Hal A. Emalfarb was born in Chicago, Illinois in 1952. Mr. Emalfarb attended the University of Iowa (B.A in Political Science in 1974), Loyola University School of Law (J.D.1977). In 1977 Mr. Emalfarb was admitted to the Illinois Bar and United States District Court, Northern Division. Hal A. Emalfarb was admitted to the United States Court of Appeals, 7th District and the Supreme Court of the United States of America in 1982.

Hal A. Emalfarb is an experienced negotiator in the construction industry and emphasizing pre-trial litigation settlements by combining a business approach with procedural and substantive tactics that strengthen and enhance a client’s business and legal position. Mr. Emalfarb places a strong emphasis on a company's statutory and other compliance systems designed to resolve legal problems for his clientele. Solving legal issues, which inevitably arise in the construction industry with the goal of minimizing court costs and expenses. A Strong commitment to contract administration and training of his clientele.

Throughout his professional career Mr. Emalfarb has served on various committees for the Chicago Bar Association, Illinois Bar Association and is a member of the Forum Committee on the Construction Industry of the American Bar Association. Mr. Emalfarb's firm is currently a member of the ASA, NACM, CLLA and other construction industry associations. Hal A. Emalfarb served on the Builders' Association of Chicago, a chapter of Associated General Contractors and co-authored the leading authority on waivers of liens and construction payout guide for the industry. As a legal journalist for Dodge Construction News, Shopping Center World and other construction publications, Mr. Emalfarb has authored numerous articles in the fields of Constitutional law, Commercial Litigation, Mechanics Lien, surety law, Real Property and Construction Law. Hal A. Emalfarb has co-authored with his partner Peter G. Swan, Esq., a chapter in the National Construction Law Treatise (published by Matthew Bender in 1986 and updated) entitled "CONTRACT TERMINATION AND CHANGE ORDERS, EXTRAS AND CONTRACT MODIFICATIONS"; Hal authored ILLINOIS CONSTRUCTION LAW, published by Shepard’s McGraw Hill in 1990 (and updated), A Summary of the Fifty State Laws - Mechanics’ Lien, Payment Bond Claims and Construction Law for the Construction Supplier and Contractor for the National Lien and Bond Claim System and authored the original national lien law summary for the American Subcontractor Association. Since 1985 Hal from time to time was asked to author or edit portions of the Mechanics’ Lien and Payment bond Claim chapters for the Credit Manual of Commercial Laws published by the National Association of Credit Managers as well as recent credit articles published in the NACM.
